Montrio Belton is an experienced attorney and educational advocate, with a robust background in criminal, civil, and educational litigation. He has represented clients at all levels of South Carolina State courts, as well as in South Carolina’s Federal District Court. Montrio’s legal practice encompasses representation in hearings and trials within the court system, and he also serves as a dedicated advocate for students and parents before local school boards and educational hearing officers.

With a passion for justice and education, Montrio has successfully tried cases before juries and is relentless in representing students and parents in critical educational matters, including school expulsions, Special Education Due Process Hearings, and Individualized Education Plan (IEP) meetings. As a former teacher, principal, and South Carolina’s Director of School Transformation, Montrio possesses in-depth knowledge and experience that uniquely positions him to champion the rights of students and parents seeking a voice in their child’s education.

Montrio’s clients often include ordinary citizens facing misdemeanor or felony charges, students who have been expelled from school, or those not receiving the Free and Appropriate Education (FAPE) guaranteed to Exceptional Children under the Individuals with Disabilities Education Act (IDEA). He also represents individuals who have suffered injuries due to the negligence of others.

Montrio is a proud veteran, having served six years in the United States Army Reserves. He holds a Bachelor of Arts degree in History with a Minor in Secondary Education and a Master of Education degree in Education Administration and Supervision from Winthrop University. Montrio furthered his education by earning a Doctorate in Educational Leadership from the University of North Carolina-Charlotte and a Juris Doctorate from the University of South Carolina School of Law. He is admitted to practice law in South Carolina State Courts and South Carolina’s Federal District Court.

I believe in empowering teachers by ensuring they have the support, training, and recognition necessary to inspire their students daily. My vision includes strengthening the partnership between schools, parents, and the community, making sure that all voices are heard and valued in the decision-making process. I'm dedicated to promoting transparency, accountability, and continuous improvement within the school district, ensuring that Rock Hill's public schools set the standard for educational excellence.

My vision is to lead Rock Hill’s schools toward a future where every student has the opportunity to succeed, every teacher feels valued, and every parent is engaged. Together, we can build a stronger, more connected educational community that empowers our children to reach their full potential.
